For many reasons, there will always be contacts in your account that are not currently opening or reading your emails.
When SmartSend is enabled in your account, these contacts will be categorised as Disengaged, and emails to them will be temporarily suspended.
As they are not actively engaged, this can be of great benefit to both your contact relationship, and your sending reputation.
